Is anybody could translate the readme text ?

I don't know what it says either, but if you want individual repaint(s) to have Russian labels day and night,
put both textures in that/those aircraft's repaint texture folder(s).

If you want all your aircraft to have Russian labels day and night, put An2_texture09_C_L.dds in the Sibwings\AN2\texture folder
and An2_texture09_C.dds in the SibWings_Antonov_2\texture folder.
Let them overwrite.
In this case, I would strongly suggest backing up the original textures first.

can somebody tell me where can I find texture files (as above) that provides Russian labels on aircraft's panel?

They are at the bottom of the AN-2 Dowload page below all the textures.
