Can't operate wing flaps

My first post here. I am loving the AN-2, but try as I may I cannot get the Up(per) or Low(er) wing flaps to operate. The battery switch is on, as are all three Flaps switches. Neither pressing the button on the throttle handle nor clicking the button on my Sidewinder 2 joystick will move the flaps.
That makes landing a bit difficult :-)

Any suggestions?

do the standard FSX F-buttons work?

No. I see the animation of the button on the throttle handle, but no sound of the flap motors, no flaps motion.

Perhaps this picture will help?
With the switches like this, for me the flaps work
with the VC controls, my keyboard presets
and assigned joystick buttons.
engine on or off.
