This isn't exactly earth-shattering ... but ....
I get a real kick out of doing a full C & D start - and have an FSX An-2 flight saved in a totally dark state for that purpose.
Everything is remembered fine *except* for the red fuel cut-off lever (to the right of the green carb heat lever) - which always seems to revert to ON even when I save the aircraft/flight with it in the OFF position.
Easy to fix?

There are things that are saved with the "Default flight" that are not saved with the subsequent loaded flights. That may be one of those things. A possible answer to your problem would be to find the K: , A: or L: variable that is used for that control and set it using an Auto Macro in FSUIPC.

Actually if someone more clever than me could work out a LUA script for FSUIPC for a C&D situation, it would ease things a lot.
PMDG J41 has one and its really marvellous, with one button push you get a cold and dark cockpit.

A lot of add-ons have this kind of feature. Like a panel that pops and you can select either a 'ready to fly' or 'C&D' mode which will be saved once you select it. Making a flight, then saving it blabla... it's too much work. I believe that this is just adding another script for the gauges file or something along that. I'd even offer help if I knew how to pull it off. I truly expect Sibwings to add this in the coming updates.
